RFID and GPS patrol tracking systems each have their advantages and disadvantages.  Ultimately, the best option depends on your specific needs.  While smartphone-based systems are becoming increasingly popular, the dependability issues seem to outweigh the advantages.  Vehicle-based systems are the best for mobile patrols.  RFID systems are a better option for sites not involving vehicles.
